Met the fella's from Quail Restoration Tech. at TTHA San Antonio a few weeks ago and they introduced us to their product, The Surragator.

The Surrogator™, is a patented process, is a self-contained field unit that will establish a huntable population of game birds on your property.  The Surrogator™ will hold 125 day-old quail chicks or 65 day-old pheasant chicks until they reach 5 weeks of age.

not illegal, you can shoot any non-game or non-native species at night, for example, coyote, bobcat, hog, axis, fallow, sika, any ram other than Desert Big Horn (which has other restrictions also.)

You can not shoot animals like whitetail, pronghorn, mule, turkey, dove, quail, duck, geese at night.
